Human Rights situation of Ilam district (January- June, 2017) was released among district level stakeholders on 15 June, at HURF hall. INSEC district representative, Kokila Dhakal presented the statics of the recorded cases which had been prepared for the publication of HR situation year book of INSEC 2018. The report shows that Child rape & rape cases has been increased in Ilam. Record shows that 13 child rape and 9 women rape cases have been recorded within 5 months. There were 27 rape cases in 2016, 21 in 2015 and 11 in 2014. The cases of Domestic violence have been increased i.e. 57 in the last 6 months where there were 40 in 2016, 32 in 2015 and 59 in 2014. Likewise 41 people had suicide in 6 months, the record shows that 70 suicide cases recorded in 2016 and 97 in 2015.  Record of Strike in Ilam is reduced hence 2 day's bandh is recorded in the last 6 month.
HURF's representative Yoga Raj Sapkota presented a paper on Æthe overall human rights situation & issues of Human Rights in IlamÆ.  The report quoted that the practice of free education in government schools has not been implemented properly that some schools are still charging tution fee from the students. Likewise, effectiveness of public health, issues of the wages in the tea estate, misuse of development budget which lacks monitoring, forthcoming election and rights of voters and other relevant issues were raised in the paper.
Representative of National Human Rights Commissions Eastern development office , Rekha Datta raised her queries of security, function of line agencies, code of conduct of election and overall situation of Human rights in Ilam. District Election officer, District Education officer, District Public Health officer, Local Development Officer, Chief District officer and leaders of political parties responded the queries of the participants and expressed their commitment to address the raised issues in plenary discussion session. District Judge and the Chief Guest expressed his commitment to handle the election process smoothly and urge to civil society for their creative role. The meeting was chaired by HURF Vice president  BB Khadka. The interaction program was jointly organized by HURF, INSEC & NHRC.
