Local governments of the 3 districts in province-1 namely Terhathum, Sankhuwasabha and Dhankuta agreed to adderess the issues of children and prepared an implementation plan of Ilam declaration on protection and promotion of child rights. Mayors, deputies and presidents of the municipalities, representatives of district level stakeholders law makers of federal and provincial parliament actively participated to prepare a district level plan to provide uniformity of the work on children issues.
As per the plan, all local governments decided to pass Child protection policy of the local government by the end of Chaitra 2074, and make compulsory child club formation and nomination of protection teacher in all schools from the beginning of the new academic session i.e. by 15th Jestha 2075 BS. Likewise, the governments will provide emergency support through emergency fund for children and Child welfare fund will be established in the next budget session.
According to the plan, a child desk with a focal person will be established in each municipality office immediately. Child rights awareness in school level will be made compulsory in each school which will be mentioned in school's academic calendar and reference resource books and information will be provided by HURF, partner organization in respective district for awareness purpose. Likewise all local level will be declared child friendly within 5 years. HURF will provide technical support for policy formulation, planning and execution support for local government.
HURF Nepal along with its district level partners in respective district organized district level workshop on Role of local government and stakeholders for protection and promotion of child rights focusing the effective implementation of Ilam declaration. The program was organized under the project Effort against child rights violation and for peace education, funded by Kindermissionwerk with coordination of District Coordination Committee.
