Status report of human rights situation of Ilam district was released among the district level stakeholders, journalist, media and activists in and interaction on 6th June 2018. INSEC district representative Kokila Dhakal presented cases records prepared for the INSEC's year book 2019. Likewise, HURF's PM&E  Officer  Yoga Raj Sapkota presented the Human rights situation  and currents   issues in Ilam.  As per the report rape case is increasing in trend that 11 rape cases were recorded within the last 5 months where 5 were child rape. There were 32 rape cases in 2017, 27 in 2016, 21 in 2015.  Cases of domestic violence are started to mediate in local level so the number of cases recorded in district police is reducing. 15 cases were recorded in the last 5 months in police where 67 were in 2017, 40, 32 & 59 in 016,015 & 2014 respectively. A dreadful record of suicide in Ilam is in increasing trend. 45 suicides were recorded in this 5 months. The record shows that there were 69, 70 & 97 cases were recorded in 2017, 2016 & 2015 in Ilam district. Majority of the suicide were committed by the male which covers roughly 55%. Still the culture of strike/bandh is affecting in Ilam. There were 4 days bandh in Ilam until  the 5 months in 2018. There were 4 in 2017, 8 in 2016 & 20 in 2015.  4 children including 2 media journalists had physical attack in this 5 months.  3 murder  cases were recorded including an infant.
The report shows that service delivery of the local government is not managed yet that affected the target communities to get the services. Majority of victims of child rape and murder were victimized by their family and relatives which is crucial that personal security within family is getting poor and the local governments have not brought any specific policy and plan to address the issues yet.  Child marriage, drug addiction   and cyber crimes and cases of human trafficking is in increasing trend.  divorce rate is in incrasing trend specially in the couple of those whose spouse is in foreign employment which increased the helpless/parentless children and senior citizens. Lack of effective natural disaster risk management programs of local government and excessive priority in physical development especially road construction and hydropower project created disaster risk in monsoon season in communities. Health service is not maintaining its formality too. Increased in market price, no effective service of hotel,  child labor in all market places in Ilam, monopoly in travel fare, traffic management were raised in the current issues report. The report says that due to lack of gender & social inclusion policy and guideline the insecurity of the rights of marginalized, minorities, children, and target groups and their active participation in planning process is in risk in local government.  Responding the report participants raised remark that the negative impact of the micro finance loan process displacing the community and some of them had commit suicide too. Majority of the respondents expressed that the issue of  rape, human trafficking, suicide, disaster risk, drug addiction should be provided major focus by the local governments and the civil society organizations in Ilam. Responding the report representative of district public health office expressed his commitment to bring necessary improvement is service delivery. Attorney general of district court Riddhi Niroula said that still there is not security of the witness in majority of criminal cases so that the victim does not get witness which is due to lack of awareness that nobody wants to be witness in communities.  SP of district police Ilam expressed that the police will immediately prepares the plan addressing the displacement due to microfinance activity, including addiction and rape issues.  Chief District Officer Shrawan Kumar Timsina expressed that the raised issues are now supportive to take action immediately for the DAO and expressed his commitment to bring immediate action focusing child labour, market monitoring, human trafficking and disaster risk reduction policy. The interaction was jointly organized by INSEC Ilam and HURF Nepal chaired by HURF president Mohan Singh Thebe.
