HURF Trains Judicial Committees in 2019

Judicial committees from 11 districts of Province 1, namely Ilam, Panchthar, Taplejung, Terhathum, Udaypur, Bhojpur, Sankhuwasabha, Okhaldhunga, Khotang, Solukhumbu & Dhankuta districts were capacitated on conflict, mediation and legal issues in a 7 days' residential training organized by HURF Nepal in 2019. All judicial committees' members, staff of the judicial committees were trained on the procedural activities to function of judicial committee and monitoring skills for mediation process. The training supported to the judicial committees for procedural process of the case settlement and establishment of mediation center. The participants raised demand for the uniformity of the working procedure of the judicial committees and relevant laws in province level. The training programs were supported by GIZ-ZFD & OSPC and respective local government in coordination with district coordination committees of the respective districts.  HURF has a plan to capacitate the judicial committees from Jhapa, Morang & Sunsari districts in 2020.

Discussion on Status of Judicial Committee & Mediation Service in District level
District level status of all judicial committees and status of mediation service, working procedure and process of judicial committees was discussed with district level stakeholders of respective districts in all districts of province 1. The status shows that most of the judicial committees were working traditionally, lack of mediators, un-clarity on their role, process and function, less skills and even less prioritized for the management of judicial committee's task by local government were observed. The interaction was organized under the project Enabling local judicial system for community justice service supported by OSPC.
