2 days workshops about the concept of positive discrimination in 12 VDC in Ilam and Panchthar district in May and June, 2013. Concept of positive discrimination, Human rights, special rights, context analysis of socio, economic condition of the target groups in VDC, situation of the VDC budget implementation especially budget of target groups, were discussed in the two days workshop. VDC level leaders of political parties, target groups, VDC secretary, and major stakeholders who directly have the decision making status in VDC budget allocation and planning meetings participated in the workshop. The workshop developed a strategy to address the target groups in the mainstreaming of development in VDC level.
