A district level interaction on "the second CA election, Potential threats and opportunities" was organized in Ilam. A paper presented by Mr. Mohan Singh Thebe was discussed. The discussion enlisted the peace and new constitution for the country are the opportunities where potential influence of the external actors, and political dominancy and dictatorship of the largest parties are the major threats.
The participants highlighted the need to pressurize the concern political parties and government to act according to laws, to maintain rule of law, justice, and act against corruption. They demanded the need and interest of the people should be addressed in the constitiution so that every Nepali feel their ownership including the 33 political parties who expressed boycott the second CA election.  The interaction was chaired by Mr. Mohan Singh Thebe, and facilitated by Mr. Sushil Pyakurel, former member of NHR Commission. Mr. Yagya Thapa, President of DEFHRI  welcomed the participants elaborating the objectives of the program.
