The first mediators' conference held in Ilam on 24th Jan, 2014. HURF Nepal, with support of ZFD-GIZ organized the first district level mediators' conference. More than 200 mediators and stakeholders participated in the conference.  Mr. Devendra Biswakarma, Executive Director of HURF Nepal presented a paper on the mediation program. The mediation program was initiated in Ilam since 2001, very first in Nepal. Similarly Ms. Durga Bhattrai and Ms. Gita Shrestha, presented a paper on the experiences of the mediators during the 14 years of period, on which they highlighted that Community Mediation Committees (CMCs) has been playing a vital role on mediation, the public concern, VDC activities, awareness, Human rights monitoring, and advocacy support which increases the access to means and resource and access to justice to the poor, marginalized and minorities. More than 1200 cases were mediated in the period of the last 5 years which could support in the field of peace building through non violence means of conflict resolution. Mr. Arjun Thapa and Mr. Lila Bista, on behalf of the VDC secretaries presented a paper on "CMCs past present and future" on which they extended that VDCs have already internalized the CMCs as one of their vital organ to deal with conflict in local level. They highlighted the need to bring some change in existing policies to institutionalize the CMCs as well. These CMCs has been supporting to the VDCs for effective service delivery, case mediation, and in other public concern issues.
Leaders of political parties acknowledged the dedication of the volunteer mediators who have been playing a vital role in conflict resolution and peacebuilding even the period of the 10 years conflict. Similarly, representatives of Local Peace Committees in Mechi Zone, requested HURF Nepal and funding partners to bring such skills in other districts and zones.
Mr. Baburam Khatiwada, The CDO Ilam, the chief Guest, acknowledge the support of the trained mediators as they are the peace agents who are trained and experienced in Nepal.
The Conference formed a 17 members' district level CMC and a 11 members' advisory committee realizing the need after passing the guideline of the mediators.  The Conference passed 5 special agendas as Ilam declaration demanding the immediate implementation of the mediation act, mediation centre in local level, promulgation of the constitution in a year etc.
HURF Nepal, with support of CIVICT Nepal, ESP /DFID, GIZ and SDC has been conducted mediation program in 30 VDCs in Ilam districts since 2001. More than 600 trained and experienced mediators have been working in local level at the moment.
