HURF Nepal organized a program in Ilam Jail on 1 August 2014.  HURF handed over a cupboard and books for the prisoners. Sushil Pyakuryal, former Commissioner of NHRC, Subodh Raj Pyakuryal, Chairperson of INSEC, Mr. Kosh Raj Neupane, NHRC eastern regional office coordinator, Som Raj Thapa, INSEC Eastern regional office handed over the key of the cupboard and book to the jail administration. HURF has established Prakash Memorial Library in Ilam jail, in honor of late Prakash Kafle, a dedicated Human Rights leader, in 2001. HURF President Mohan Singh Thebe said, "It is the continuation of the previous library, now we could manage library in both female and male wards." A team of Human rights organization monitored the jail and the situation of the prisoners.
